The Nebraska-Iowa Kiwanis House of Delegates will meet Saturday, Aug. 8 at Mid America Center in Council Bluffs, Iowa at 2 p.m.
Each club in good standing in the Nebraska-Iowa District is entitled to have three voting delegates on the floor at the Annual Meeting. Three alternates may also be named in case a designated delegate cannot attend. See more delegate information at the bottom of delegate form. Club secretaries are asked to submit certification form by July 31, 2026.
The delegates will be asked to consider a bylaw amendment and a resolution.
Amendment 1 2026
Purpose: To be in compliance with Kiwanis International’s Standard Form For District Bylaws, the Nebraska-Iowa Kiwanis delegates are asked to amend the District Bylaws as follows: 1) change wording on background checks for district officers and lt. governors from “clear” to “satisfactory. A background check need not be entirely clear to be acceptable. Satisfactory is a more accurate term; and 2) provide a more in-depth and encompassing definition of conduct unbecoming of a Kiwanian by including the updated definition in Kiwanis International Policy.

A resolution to support Kiwanis Voices, a new kind of club for young adults ages 18-6, and waive district dues for Voices members the five (5) year duration of the Pilot Program, or until such time Kiwanis International terminates the Pilot Program.
Tim has been a member of Chariton Kiwanis since June of 1984. He has twice served as club president and is a three time winner of his club’s “Kiwanian of the Year”. Tim also helped to found the South Central Iowa Aktion Club. He served as a lt. governor in 2008-2009 and 2009-2010.
After 32 years as the Lucas County Assessor, Tim retired on Dec. 31, 2021. He was a past president of the Iowa State Association of Assessors and also past president of the Institute of Iowa Certified Assessors. He had previously served six years as a member of the Chariton City Council.
An avid sports nut, Tim has played and coached almost every sport that is played with a ball. He has been president of both Lucas County Little League and the Chariton Girls Softball League.
Tim and Natalie are the parents of three grown children and five young grandkids.

Governor Elect Candidate – Julie Weaver
Julie joined Spencer Hy-Noon Kiwanis in 2009 and served as club president in 2012-2013. She has served many years on the club’s board and recently became assistant secretary.
She served as lieutenant governor in 2022-2023 and loved it! “That was when I started attending conventions, met people from other divisions and became more interested in the next level,” she said.
Julie retired from Farmers Bank in Spencer after 31 years. She worked in several areas of the bank, including personal banking, bank technology, operations and some administrative HR duties. She was VP of Retail Banking at the time of my retirement.
Julie and her husband, Rand, have been married for 36 years and live in Milford, Iowa. She is also active in the Campus Women’s Club in Milford and served on the United Way board in Spencer for about 10 years. She likes to golf and bowl.
Vice Governor Candidate – MJ Rodriguez
Marvin John (MJ) Rodriguez is a member of the Mason City-River City Kiwanis Club and is currently serving as a lt. governor.
In April 2026, the District Nominating Committee offered MJ as a candidate for vice governor and received endorsement by the Nebraska-Iowa District Board.
